HB 1946 specified that the taskforce be composed of individuals from public higher education institutions and agencies as well as representatives from the Workforce Training & Education Coordinating Board and the Department of Information Services. With a total of 21 members, the taskforce represents a diversity of knowledge and experience from within Washington's public higher education system.
