Student Residency

Washington’s public colleges and universities are required to apply uniform rules in determining whether a student pays resident or nonresident tuition. The Higher Education Coordinating Board is charged by state law with adopting these rules.

Resident Tuition – Permanent Rules
The board recently adopted permanent rules on student residency, which include a stronger proviso that students living in Washington must reside in the state for purposes other than education and a narrower definition of “financial independence.”

New Eligibility Criteria for Resident Tuition Status
Students who meet certain criteria are eligible for resident student status and resident tuition rates. To qualify, students must complete an affidavit promising to apply for permanent residency in the United States at the earliest possible opportunity and indicating a willingness to engage in activities necessary to acquire citizenship. We have prepared the following update to help colleges implement the new law.

Resident Tuition for Students in Oregon Border Counties
Students who live in 13 Oregon border counties are eligible for resident tuition rates at some Washington community colleges and Washington State University Vancouver and Tri-Cities under certain conditions.

Students: If you have specific questions about your residency status, please contact the admissions office at the public college or university you would like to attend.
