System Design Plan

SDP Update: The latest information on the System Design Plan is now available following the October 19 meeting.

 

The Strategic Master Plan for Higher Education in Washington, approved by the Legislature in 2008, calls for increasing degree production in Washington by 40 percent by the end of the next decade. To accomplish this, a system design plan is needed to guide the development of the Washington higher education system strategically.

The new plan will provide:

  • Recommendations to increase undergraduate and graduate educational attainment levels for Washington by the year 2030.

  • Recommendations to determine when and where to locate new campuses and higher education centers.

  • Rational rules for growth to help guide expansion and coordination of the higher education system in Washington over the next several decades.

  • Recommendations to increase higher education for under-served areas and populations.

The System Design Plan, the most comprehensive review of the higher education delivery system in Washington in nearly 30 years, will provide a framework for these and other decisions as institutions re-examine their roles and missions in light of future needs and resources.

  • October 27:  Draft recommendations will be presented at the HECB meeting at UW-Tacoma.

  • November 19: Final SDP recommendations will be presented to the HECB at the regular board meeting at Renton Technical College.

  • December 1: Report with recommendations due to the Legislature.

HECB Meeting Schedule

 

Work Groups

Steering Committee - Members of the System Design Plan Steering Committee will provide a statewide, non-institutional perspective to augment and guide the work of the study group. The Steering Committee will convene in the Seattle area to review the work of the study group and provide feedback. 

 

Study Group - composed of HECB members and representatives from the four-year public and private institutions and the public two-year colleges – the study group is conducting the System Design Plan. The HECB, SBCTC, COP, and ICW are study co-sponsors.

Earl Hale, HECB vice chair and higher education consultant, is co-chairing the study group with John Gardner, vice president for Economic Development and WSU extension at Washington State University.

Focus

The plan will provide a coordinated response to current regional and institutional demands for additional campuses, new degree programs, and expanded missions, such as the community college baccalaureate.
