2004 Strategic Master Plan for Higher Education: Interim Plan (December 15, 2003)
The board's interim plan identifies the mission and values of Washington's college and university system and puts forth goals and strategies to address the most significant issues facing higher education. The plan contains two over-arching goals: 1) Increase the number of students who earn college degrees and job training credentials, and 2) Become more responsive to the state's economic needs.

This annual report of tuition and required fees is an abbreviated version of the 2003-04 Washington State Tuition and Fee Report for use by higher education officials and policymakers outside Washington.
