2008 Strategic Master Plan
The Washington Higher Education Coordinating Board is charged by state statute with creating a strategic master plan for higher education once every 10 years, with updates every four years. The 2008 plan must be adopted by the board by December 15, 2007, then sent to the 2008 Legislature for review and approval.
The board established an ambitious and highly public schedule for the plan’s development that stressed extensive stakeholder involvement. Each month, since February, the board held panel discussions with legislators, leaders of education governing boards and councils, business organizations, demographers, and public policy experts. Community members, elected officials, institutional faculty, staff and students participated in several public forums and discussions throughout the state.
