Policy & Research

The HECB’s is required by statute to represent the broad public interest in higher education above the interests of individual colleges and universities.

The HECB's Division of Policy, Planning and Research performs independent research, coordinates long-range strategic planning, monitors accountability, and helps the Board advocate for improved student access, success and affordability.

Washington's public higher education system is composed of six public baccalaureate institutions, four branch campuses, 10 university centers, and 34 community and technical colleges. Each four-year institution reports to its own Board of Regents; the two-year institutions report collectively to the State Board for Community and Technical Colleges.

The HECB meets regularly at college and university campuses - both public and independent - and Board members and staff maintain close ties with institutional leaders in developing policy and planning recommendations. Legislative Matters
The HECB provides information on higher education issues currently before the Washington Legislature.

Master Planning
The HECB develops a 10-year Strategic Master Plan for Higher Education, which is updated every four years.

The HECB conducts research to inform decision making and improve the delivery of higher education programs in Washington.
