State law directs the Higher Education Coordinating Board to collaborate with other state agencies and organizations (the Council of Presidents, the State Board for Community and Technical Colleges, the Workforce Training and Education Coordinating Board, the Office of the Superintendent of Public Instruction, and the independent colleges) to identify budget priorities and levels of funding for higher education in Washington, including state financial aid programs.
It is the intent of the Legislature that recommendations from the Board reflect not merely the sum of budget requests from multiple institutions, but prioritized funding needs for the overall system of higher education. The HECB reviews and recommends both operating and capital budget proposals. Capital budget proposals are prioritized by the Office of Financial Management.
