A 10-year action plan for higher education

In 2008, the Legislature endorsed a new 10-year Strategic Master Plan for Higher Education in Washington that calls for:

• Increasing degree and certificate attainment by more than 40 percent to meet the state’s economic needs and strengthen our society.

• Adopting policies and strategies to promote economic growth and innovation.

• Placing a new emphasis on accountability—to monitor and fund higher education for results.

Putting the Plan into Action

The Legislature directed the Higher Education Coordinating Board to develop an action plan to implement the 2008 Strategic Master Plan. To carry out this work, the HECB established three work groups representing a wide cross section of the higher education community:

• Pipeline, Policy & Demographics: Improving education, job, and life outcomes for the groups of young people and adults that are least likely to participate and succeed in higher education.

• Economic Needs Assessment: Estimating how many educated and trained workers the economy will need, and the economic costs of failing to meet employer demand.  

• Enrollment, Capacity and Technology Analysis: Estimating future space needs in light of projected enrollment and the impact of technology on educational delivery.
